Bill Providing Affordable Housing for Low-Income New Yorkers with HIV/AIDS Awaits Governors Signature

The Committees on AIDS and Social Welfare Law have issued a report in support of A.2565 / S.2664, which would provide that certain persons living with HIV or AIDS not be required to pay more than 30% of their household income towards shelter costs. As discussed in the City Bar's report, this legislation "would create affordable housing protection for approximately 11,000 low-income people with HIV/AIDS in New York City who are extremely rent burdened." The report also addresses concerns that such legislation would be costly by pointing out a number of ways in which savings will be generated to offset the cost of implementing such program. This legislation has passed both houses of the legislature and is currently awaiting signature by the Governor.
