Bar Forms Task Force on Town and Village Courts
The New York City Bar Association today announced
the formation of a Task Force on Town and Village
Courts. Association President Barry Kamins said: “The
problems facing the State’s Town and Village
Courts have been well documented. The purpose of
the Task Force, which is composed of judges and
lawyers from New York City and around the State,
is to find ways to address those problems and provide
assistance to the courts in implementing improvements.”
The Task Force will be chaired by former Judge
Phylis Skloot Bamberger, Supreme Court, Bronx County
. “We plan to consult directly with the judges
in the Town and Village Courts, and others with
close knowledge of those courts,” said Judge
Bamberger, “and then to work directly with
the judges and others who are in a position to
effect change. We want to know how we can be of
help.”
The other members of the Task Force are:
- Rachel G. Balaban (Secretary of the Task Force), Sonnenschein Nath & Rosenthal LLP;
- L. Robert Batterman, Proskauer Rose LLP;
- Luke Bierman, Government Law Center, Albany Law School;
- Hon. Frank J. Clark, District Attorney, Erie County;
- Hon. Penelope Clute, Judge, Plattsburgh City Court;
- Elizabeth Donoghue, Himmelstein McConnell Gribben Donoghue & Joseph;
- Hon. William C. Donnino, Supervising Judge, Criminal Courts, Nassau County;
- Norman Effman, Public Defender, Wyoming County;
- Amy P. Feinstein, Chief Assistant District Attorney, Kings County;
- Raymond R. Granger, Law Offices of Raymond R. Granger;
- John L. Pollok, Hoffman & Pollok LLP;
- Daniel C. Richman, Professor, Fordham University School of Law;
- Hon. Robert T. Russell, Jr., Judge, Buffalo City Court.
Serving as advisors to the Task Force will be:
- Lawrence K. Marks, Administrative Director of the Office of Court Administration;
- Paul Toomey, Court Resource Center Supervising Counsel.
