The most disruptive telecommunications technology
to emerge in decades, Voice over Internet Protocol
("VoIP") poses new opportunities for
service providers and significant challenges to
regulators. As VoIP becomes increasingly prevalent
it raises traditional public policy issues such
as Universal Service funding mechanisms and calls
into question the current regulatory framework's
ability to properly deal with new, packet-based
networks and advanced services. What alternative
regulatory frameworks are being explored by the
FCC and the states? What are their likely impacts
on the industry and on consumers?
